▋Application for Foreign Resident Certificate / Extension / Loss / Damage
Foreigners holding a residence visa who enter the country must register for school within fifteen days of entry and prepare the following documents to apply for a foreign resident certificate:
Fill out the online application system for foreign and overseas Chinese students without household registration from the mainland and Hong Kong and Macau.
One original and one copy each of the passport and entry visa.
Student ID or proof of enrollment (overseas students applying for the first time need to submit the admission notification letter).
Submit a 2-inch half-length photo with no hat, facing forward.
Proof of residence in Taiwan (students living on campus should bring the accommodation payment receipt; those living off-campus should bring the original rental contract and one copy).
Cost: NT$500 for overseas Chinese students / NT$1000 for foreign students.
Power of attorney (not required for non-delegated cases).
You must attach a declaration of loss or a report of the incident (for the loss).
*The change of residence address must be completed within 15 days.*Those who fail to comply within the specified time may be fined up to NT$10,000.
▋National Health Insurance
New overseas Chinese students admission system:
For those who enroll in Taiwan after January 2014, the "application system" for subsidies will be adopted. International students who come to Taiwan and obtain residence certification documents, and have resided for at least six months, must apply to the International Student Service Center before they can join the National Health Insurance. In addition to meeting the criteria specified in the National Health Insurance Act (Category 6), other applicable conditions must also be fulfilled.Additionally, you must attach proof of financial hardship (students from financially disadvantaged backgrounds can provide a certificate of financial hardship issued in Chinese or English by overseas diplomatic missions, recommending organizations, overseas schools, or overseas community groups, etc. (not individuals)) as supporting documentation. This will be reviewed and approved by the school.After joining the health insurance, you can start receiving subsidies from the Overseas Community Affairs Council (NT$413 per month).

For those who apply for a leave of absence or withdrawal, if health insurance fees have already been paid, refunds will be issued for the months not covered by insurance.；For those who have already paid the medical insurance fee, since the insurance has been completed, you will still enjoy the right to claim benefits during the period of leave or withdrawal from school, and refunds will not be granted.
